On January 7, 2019, Governor Newsom issued Executive Order (N-01-19) to create a single-purchaser system of drugs in California. Specifically, the Executive Order directs the Department of Health Care Services (DHCS) to transition all pharmacy services for Medi-Cal managed care (MCO) to Fee for Service (FFS). This is known as the pharmacy transition, or Medi-Cal Rx, and went into implementation on January 1, 2022.

Given systemwide issues in implementing the full pharmacy transition in January, DHCS decided to create a waiver to exempt the need to submit prior authorizations (PAs) for most drugs and removed drug utilization review (DUR) codes. Now that we are 8 months into Medi-Cal Rx implementation, DHCS reinstated DUR codes on July 22 and plans to begin reinstating PAs for certain drug classes beginning as soon as September 16.

Magellan will be providing a presentation for CPCA health center members on August 18 @ 2 pm to help walk CHC through DHCS phased implementation plan for Medi-Cal Rx. During the training they will also touch on the current NDC / CDL list and overview of the CMM platform. We are hopeful that this will be part 1 of our training series, with the second training focused on reimbursement and billing.
