Drug Medi-Cal (DMC) is a funding source for the treatment of a range of substance use disorders. DMC services to Medi-Cal beneficiaries must be provided at a certified program. Community Health Centers, like FQHCs, may become certified DMC programs. But the costs, benefits, and process of certification is a mystery to most. This two part webinar series seeks to demystify the Drug Medi-Cal program so health centers may better understand the programmatic, financial, regulatory, compliance and enrollment implications.

LEARNING OBJECTIVES

DMC 101 (Part 1): Understanding Programmatic and Financial Implications of DMC for FQHC’s

  1. Understand the value of complimenting FQHC scope with DMC scope.
  2. Understand the DMC program and how it differs from an FQHC programmatically and financially; including considerations for establishing the separation between DMC and PPS reimbursement streams.
  3. Review the proposed reimbursement mechanism for Drug Medi-Cal services under CalAIM and how it differs from PPS. 
  4. Outline the benefits and costs of being a dual DMC/FQHC provider based on real-world experience, including the potential effects of new Drug Medi-Cal contracts on PPS reimbursement.
  5. Provide a sample of the infrastructure necessary to operate a DMC program (including staff, physical space, EHR, and other overhead). 


DMC 101 (Part 2): Regulatory, Compliance, and Enrollment Considerations for DMC

  1. Describe how the DMC program is authorized (e.g. 1115 waiver and Title 22);
  2. Describe DMC scope of services for outpatient care (in particular, how does MAT fit).
  3. Outline the health plan and providers’ responsibilities in service delivery and compliance.
  4. Outline when/how the DMC program is reviewed and audited.
  5. Provide a high level overview of enrollment process. 
  6. What to expect with CalAIM BH Documentation reform.

Cancellation Policy: Effective 11/1/21 - No refunds will be available for cancellations received on or after 10 business days the start date of the event/training. To receive a maximum refund of 50% of the registration price prior to this deadline, all cancellations must be in writing and submitted by emailing training@cpca.org. Substitutions of registrations in lieu of cancellation is encouraged.

*Last year, in recognition of the tremendous financial stress members were facing and to ensure that important and timely information could be accessed with no barriers, CPCA elected to waive training fees for the entire membership year (April 1,2020- March 31, 2021) and offer all training at no cost. As we continue to work in this pandemic environment to provide members the support they need, we must also plan for the future while supporting community health centers in improving the health status of their communities through advocacy, education, and services. Which is why the Board of Directors approved a budget in February that reflects a reinstatement of training fees effective for trainings taking place on or after April 1, 2021.
